TEAP III

In 2008, the third version of the Transportation Emergency Response Program - or TEAP III - was introduced by the Chemistry Industry Association of Canada. This new standard for transportation emergency response (TER)  establishes minimum criteria for effective road and rail transportation emergency planning, preparedness and response to incidents. It sets standards for planning, assessing, administering, training, resource utilization and all other aspects of transportation emergency response.
 
With other interested stakeholders, the Chemistry Industry Association of Canada also participates in a parallel initiative for standards with other Transportation Emergency Response Service Providers (TERSP). The Canadian Association of Chemical Distributors (CACD), the Railway Association of Canada (RAC), CN Rail, CP Rail and the Canadian Emergency Response Contractors Alliance (CERCA) each contributed to developing the TERSP Standard, its management process as well as an assessment tool. The ultimate purpose of this initiative is to maintain a TERSP network with the capability and capacity to safely and efficiently respond, control, contain and remediate the impacts of a chemical transportation incident.
 
Two documents have been developed to facilitate high quality (i.e. accurate, consistent, and fair) assessments of service providers against the TERSP Standard:
  • the TEAP III Transportation Emergency Response Service Provider (TERSP) Standard Assessment Management Process
  • the Transportation Emergency Response Service Provider (TERSP) Standard Assessment form.
